Julius Novochrono

 biography  Julius Novochrono, son of Cedric Novochrono and Elanor Novochrono was the eldest of his siblings. He was a prodigal for his age, his intelligence far exceeding that of his peers. From a young age he had already picked up a second language, and showed exceptional use of his quirk. His siblings Lilian and Marcus were twins, only a few years younger than he was. They grew up together, but life wasn't kind to the royal family. Unbeknownst to King Cedric a Coup had been festering in the underside of England. A dark evil had begun to grow, and during a moment of weakness struck the capitol with an army of known villains, criminals, and instant villains. King Cedric was once a hero in his youth, against his families wishes. But through his time as a hero he had learned the needs of his people, and grew to become a beloved prince and a great king. At the time of the Coup, King Cedric was far past his prime. He was in his late sixties, and with 3 young children to boot. His wife, Elanor, was quite a bit younger. An arranged marriage, a Quirk Marriage brought them together. However, they still grew to love eachother regardless of Cedrics parents vile decision. Forcing someone to get married just for their offspring. Cedric had a powerful quirk known as Time Dilation. He was Englands Speedster. Using his quirk he could speed up himself, or slow down the time of things around him. He used it to great effect, and had a name for himself. The drawbacks of said quirk however, aged him faster than had he lived normally. When they got married, Elanor and Cedric were in their twenties. Only a few years apart. Now Cedric neared 70 years old bodily, and his wife only in her mid forties. Elanor's quirk was far different than Cedrics, one that didn't fit any heroes. Elanor herself was no hero, but she never used her quirk for evil either. Her quirk has been a well kept secret for two decades, and the family believes it is best to keep it that way. When Julius was only eight years old the armies attacked the castle. Cedric did his best to protect the people with his guards, and other heroes of the region. Yet- despite their best efforts fell in defeat. The castle was lost, Elanor and Cedric captured and taken by a rebel group known as the Forsworn. A people group who had been driven from England centuries ago, but had been planning to take back their land for all this time.Julius and his siblings were taken by their butler- Gotoh. Gotoh was a former hero for the English country. He had been friends with Cedrics during their highschool years and worked with him on many occasions. When Cedric took the throne he personally requested Gotoh to become his families protector. The only person outside of his family that he truly trusted with his life.Gotoh took the kids to Russia, before fleeing to China and eventually Japan. Every few years they would move countries in fear of being found by the Forsworn. You see, the Forsworn knew there was an heir to the throne, one who could unite the people against them and take back his castle. Julius was that child, and has been running with Gotoh and his siblings ever since.He has been in Japan for a few years now, and Gotoh has yet to see any sign of the Forsword. During their travels Gotoh had begun to teach Julius how to fight and ways to use his quirk. Julius quirk was far different than his fathers, a mutation in a sense, but not one that completely disregarded his parents quirks.
Once in Japan Julius met an older girl who became an older sister of sorts. She was in her twenties when she ran into the kids when they ran away from Gotoh. Gotoh was always extremely strict, believing it was the best way to keep them safe. Vailin Silverblood, the woman in question took in the kids in until Gotoh showed up. Gotoh, believing Vailin was a Forsworn Spy attacked her, and to his surprise the girl was able to keep up and defend against him while her- and the children- tried their best to explain the situation until Gotoh finally got the better of her- and only then did he listen to reason and stop his assault.
Vailin had a powerful quirk. It wasn't really "passed down" but their family was a family of purebloods. Generation after Generation they ensured the quirks were as close to a match as possible to keep it passing down so to speak. Vailin's quirk was Silverblood. Their blood- despite the name was actually Mercury. They could flow the mercury from their body to create weapons and armor, but it would weak the more blood they lost. She wasn't a hero, but actually a Vigilante. She never really wanted to be one, it just fell into her lap so she helps where she can.
From that point forward, Gotoh and the family trusted Vailin- Gotoh rather reluctantly- but she protected the family while Gotoh was away, and learned the secrets of the Novochrono family. She is now a trusted part of the group, and travels with them wherever they go.
When Julius left the castle he never truly understood what was going on. However, in his early teens he took an oath. Julius would become the worlds greatest hero, and when he reaches number 1 he will return to England and take back his throne and free his people from the Forsworn.Julius joined UA's class 1-B Originally, but after failing the licensing exam- and taking the remedial, he requested and transferred to Class 1-A. He had met Axel Vermilion and Akane Murakami, two incredibly powerful students. He desired to grow along side them, and believed their rivalries and friendships could further push him to become the hero he desires to be.Now Julius continues his studies at UA, hoping one day he- and his family- can return home.

 Quirk: chrono stasis 
This quirk allows the user to slow time to objects and people around them scaled with their physical strength.
 Activation Requirements: 
#1: reaching into the air and rotating their hands in a counter clockwise motion.
#2: grabbing as if grasping a handle and turning in a counter clockwise motion 90 degrees.
#3: touching a target with all 5 fingers, and rotating the hand counter clockwise.
Each of these activation requirements activate a different form of the quirk, allowing for more versatile use. Abilities: The user can create thin invisible barriers that slow time to objects passing through them. (2cm max)
This barrier, depending on the activation method used can take on various forms (Such as a Dome, or a Wall) but only within a few meter radius around them.When activation method 1 is used, the user can choose to create a mobile barrier within a foot in front of their hands, within an inch of their body elsewhere, or put a single object within 15 feet into *stasis by creating a small barrier inside of the object.
Light objects put into this form of Stasis can be levitated, allowing the user a pseudo telekinesis. This cannot be used on anything heavier than 5 pounds, and only if the object was already at a stand still when it was grabbed. The users connection to objects they are moving in this way is weak, and simply knocking the object away is enough to sever that connection. Heavier objects are more difficult to stop with this method of activation, but it is more affective versus smaller, faster objects.When activation method 2 is used, the user can choose to create a fixed barrier anywhere within 15 feet around them, or fix a single object into place within 15 meters. Additionally, when this method is used the users "strength" is multiplied exponentially. Allowing them to freeze more, heavier objects at a time. Smaller, Lighter, Faster objects however are affected less with this method of activation.
Objects frozen in this way take on a more durable property, but only during their time in stasis. Once out of stasis, any damage to the objects will be applied as they would normally. Additionally, objects frozen in this way can be "rewound". Mechanically, the user can eject the objects back towards where they came from using their 'strength' to do so.When activation method 3 is used, the user can choose to freeze an object or human in place, or speed up an object.
When a human is affected by this method of activation, they are Frozen in place as if chains of time have been wrapped around them. They can still speak, see, hear, etc, however they cannot move.
When the user freezes a human in this way, the users "strength" is considered doubled. A human frozen by this method of Chrono Stasis can free themselves if they are stronger than the user. For example, Akane could break out of these "chains" because she is physically stronger than Julius even though his strength is doubled for the sake of this ability.
Objects frozen using this method can be completely frozen, or sped up significantly. An object frozen in this way becomes nearly immune to damage but is completely frozen in place and cannot be moved. Forces applied to this object are still felt by the user, and their normal limitations still apply despite the objects invulnerability. The object cannot be hurt, but the user will still be fatigued tanking attacks with said object, just not harmed.
Objects can be sped up using this method. A sped up object becomes "lighter" or "heavier" depending on the size of the object. Large heavy objects become heavier and harder to move, but small lighter objects can be thrown further and faster.
For example, during the ball throwing test at UA, the user threw a baseball normally, throwing it 100 meters. When he "sped up" the baseball, he could throw it 300 meters, but at the cost of increased fatigue. It was as if he had used 6x more strength to throw it, and to throw it 400 meters it would require 19x the strength.Using Chrono Stasis requires a not insignificant amount of concentration from the user. If concentration is broken, or the users physical limitations are reached, the barriers will begin to weaken and objects will begin to regain their time until they are either out of the barriers field of influence or the barriers shut down entirely.*Stasis is a state of movement where an objects time is slowed down by nearly 100%, but not quite. Objects can still move while within stasis, albeit incredibly slowly. A speeding bullet would be put into a crawl, moving only an inch every second, however due to the thickness of the wall, a bullet would pass through in mere moments.Objects that pass through the barrier do not lose their momentum, and will continue as if they had been unobstructed unless force is an outside force is applied to them.
